The government of Russia has defined the concept of the new priorities of the national project on digital economy digital public administration. Basis for a new model — paperless processes, automated decisions, the growing role of the IFC, the rejection of physical documents (except identity cards), complex decision situations, the separation of the “front” of public services (user interaction) from “Beck” (decision-making), multichannel interaction.
A preliminary list of 25 “superservice” will be able to cover 90% of the points of human interaction and the state — each of them represents set Federal, regional and municipal services, as well as related non-government services. In the framework of a single digital identity profile of the citizens and legal entities will form automatically by querying through IEIS relevant information agencies. System “ГосWEB” should lead to a common denominator present 135 thousand of websites of governmental bodies and more than 100 portals. The current system of interagency electronic interaction (SMEV) will be reorganized into the Central nervous system of an evolving national data management system (NTMs) and updated for the digital platform of the legally relevant electronic documents.
“We’re talking about a complete ban of the authorities at all levels to exchange paper documents,” said Maxim Parshin.
Another key item on the agenda will be the creation of a single “backing platform” services, which will bring together and standardize all internal processes of public service delivery at the level of regions and departments. The platform will be based on the registered model of providing services, typing while maintaining personalized communication with users and quality control.
