The administration of Telegram service lost another appeal process for cancellation of the decision of the Moscow city court on blocking of the messenger due to the failure to provide the FSB encryption keys for user data.
The Moscow city court rejected the cassation complaint of locking of the messenger Telegram, reported the press Secretary of the court Ulyana Solopova. In his decision the judge stated that the failure to provide encryption keys is not grounds for non-execution of the law.

The messenger was officially blocked in Russia by a court decision from April this year. The administration Telegram tried to appeal the decision of Roskomnadzor about blocking due to the failure to provide the FSB encryption keys for user data. The argument of the service that the keys are generated automatically, were not accepted. The lock has only led to the rising popularity of Telegram due to the presence of a variety of ways to avoid it.
In April, the Agency RBC also said that the reason for the pressure on the Telegram is in plans to release its own cryptocurrency project TON, which may contribute to the creation of “uncontrolled financial system.”
In August, the service lost an appeal in the Supreme court. In the process, the representative of the Telegram stated that the order adopted by the FSB, not the government, contrary to the law on combating corruption and violates guaranteed by law the right of citizens to privacy of correspondence.
